鄭觀應與張之洞的海南經略異同

In the mid- and late- 19th century, with the increasingly tense situation in Nanyang, the situation of internal and external problems in Hainan has attracted the attention and discussion of many people of insight, and Zheng Guanying and Zhang Zhidong’s Hainan strategies have high research value. Zheng Guanying should be based on Hainan’s internal and external elements of the system analysis. The system described military forces, hardware facilities, intelligence system deployment; in the humanities, advocated comprehensive autonomy, infrastructure, economic, civil and other measures to stabilize the internal environment, in terms of economy. This paper puts forward the innovative idea of building Hainan trade circle with the development of agricultural and forestry mineral resources. At the same time, Zhang Zhidong’s Hainan strategy has also achieved good practical results. After a comparative study of the two, it is concluded that Zheng Guanying and Zhang Zhidong’s Hainan strategy have something in common, but there are also differences in value and concept. Both advocate the modernization of Hainan military, attach importance to internal stability and the development of Li nationality, and encourage the development of Hainan resources to stimulate the economy. But the embodiment degree of people-oriented consciousness is different: the focus of “governing Li” and “Fu Li” is different, and the localization application degree of integration and regionalization thinking is also different. Zheng Guanying’s Hainan strategy is more scientific and advanced. Exploring the similarities and differences between Zheng Guanying and Zhang Zhidong’s Hainan strategy is of great significance to further improve the ideological system of Zheng Guanying and Zhang Zhidong and explore the modern development strategy of Hainan.
