粵港澳大灣區的發展願景與機制創新

Since Mainland China adopted the “reform and opening up” policy, Hong Kong, Macao and the Pearl River delta have gradually formed a close division of work in industrial development, which combines the advantages of the three regions. Hong Kong and Macao have not only successfully transformed themselves into service-based economies, but also contributed a lot to the industrialization and development oftheexport-oriented economy of Mainland China. Socialism with Chinese characteristics has entered a new era. In this context, planning the development of the Greater Bay Area of Guangdong, Hong Kong and Macao will bring out the vigor of a more innovative, opening up, and international bay area thus enhancing the global competence and influence of China, and accelerating the integration of Hong Kong and Macao into the overall development of the country. The Bay area economy is the high end of regional development, which consists of a highly open economic structure, highly integrated and coordinated regional development, advanced infrastructure, agglomeration and spillover of production factors, and a highly pleasant environment for inhabiting and working. By imitating first-class bay areas in the world, and serving important national development strategies, the greaterbay area aims to become an important supporting area for the “Belt and Road” Initiative, an international center of scientific and technological innovation, the most active economic area in the world, a world-renowned highquality living area, and the area to demonstrate “One Country Two Systems” in practice. Overall, the greater bay area is dedicated to becoming a world-class bay area. To break down barriers in regional cooperation and accelerate the building of a world-class bay area, the greater bay area should adopt a high-quality system of trade and investment, cultivate industrial value chains in the interests of all, build a pleasant environment for living, working and travelling, set up a coordination mechanism for the planning and development of the greater bay area, and develop a “win-win” consensus for residents so as to comprehensively pushing forward the innovation mechanism of the greater bay area.
