澳門立法會委任議員制度研究 ——以歷史制度主義為路徑

As one of the ways to become members of the Legislative Assembly of the Macao Special Administrative Region, the system of appointed members has been retained after the Reunification of Macao. Through the perspective of historical institutionalism, the evolution of the system of appointed members can be divided into four periods: the Emergence, the Formation, the Establishment, and the Transformation, and the two critical junctures therein are ‘the issue of the Organic Statute of Macao (Estatuto Orgânico de Macau)’ and ‘the Return of Macao to P.R. China’. In this process, the system of appointed members has been influenced and constrained by four factors: ‘the growing need for governance’, ‘the strength of the Chinese community and Chinese businessmen’, ‘the rise of societies and society politics’, and ‘the endogenous demands of the legislative assembly’. By improving the system of appointed members of the Legislative Assembly of the Macao S.A.R. to enhance the legitimacy of appointed members, the doubts and misunderstandings of Macao residents towards this system can be reduced, and the recognition of ‘one country, two systems’ of Macao by the Macao citizens can be strengthened.
