Ruan Yuan was a distinguished Confucian scholar and prominent official during the Jiaqing and Daoguang reigns of the Qing dynasty. In 1817, he was appointed Viceroy of Liangguang. His decade-long administration in Guangdong coincided with increasingly complex Sino-Western relations, with Macao emerging as a focal point of tensions between China and foreign powers. To strengthen Guangdong’s coastal defence and regulate foreign trade, Ruan Yuan inspected the military installations at the Pearl River estuary and examined social conditions in Macao. Guided by the principles of “strict adherence to imperial law” and “flexible management of Western affairs,” he adopted pragmatic governance strategies: in suppressing opium, he reorganized the hong (also known as the Canton Factories) merchants and opium traders, dismantling smuggling networks in Macao; in addressing internal disputes within the Portuguese community, he upheld sovereignty while avoiding involvement in their factional conflicts; and in resolving Sino-Portuguese judicial disputes, he combined rigorous observance of regulations with adaptive measures. During his tenure, Ruan Yuan achieved tangible success in curbing opium smuggling and maintaining stability in Macao. His policies embodied the ethos of traditional statecraft while revealing the tension between “adherence to principle” and “expedient adaptation” faced by Confucian officials amid the onset of modern challenges. At the same time, they exposed the institutional dilemmas confronting the Qing court in responding to Western encroachment during the pre-treaty era.
