小城與大國：澳門在中國特色大國外交中的角色

Subnational government diplomacy represents the future of diplomacy in the age of globalization. Western diplomatic theories such as “parallel diplomacy” and “multi-layer diplomacy” explain the importance of sub-national government diplomacy from different perspectives, while China’s subgovernment diplomacy has gone through multiple stages of development and has gradually become an important part of China’s major power diplomacy. Macao is a special sub-national government practice in China. It has two authorization mechanisms of legal reason stipulated in the Constitution and the Basic Law of Macao, and transactional authorization mechanism authorized by the central government. The characteristic of granting the right to foreign exchanges in three forms: laws, regulations and documents. Therefore, Macao can give full play to its unique advantages, occupy an exclusive seat in the major-country diplomacy with Chinese characteristics, maintain a positive interaction with the central diplomacy, optimize the relationship between the central government and Macao, boost the major-country diplomacy with Chinese characteristics, and adapt to the new characteristics of “one country, two systems” in the new era.
