政治文化與投票行為——以2021 年澳門立法會選舉為例

When the 7th Legislative Assembly elections of the Macao Special Administrative Region were held in September 2021 opening for citizens to nominate candidates, several campaign lists were disqualified from participating in the elections. After the election’s record low turnout rates, high blank and void vote rates were found. Although the Electoral Affairs Committee of the Legislative Assembly analyzed that the hot weather and the COVID-19 pandemic might be the main reasons affecting the voters’ motivation to vote, the Committee did not give much attention to the explanation of the high proportion of blank votes and void votes. This article argues that one of the reasons for the historically high blank votes rate in the current Macao Legislative Assembly elections is due to the “parochial” political culture of the voters. The voter turnout rates in the past few Legislative Assembly elections are not necessarily due to the citizen obligations of the voters, they may relate to many other factors, of which the candidates’ campaign strategies and the ways of mobilizing voters are also the main factors.
