比例代表制與澳門立法機關的直接選舉

A legislature functions as a platform of expressions of political interests, through which sectional interests of a community can extend influence over public policy-making. The Legislative Assembly has now become an important component of governance in the Macao Special Administrative Region. Forty-five years have passed since proportional representation was applied in seat distributions in direct and indirect elections of the Legislative Assembly. Through simple mathematical analysis, this paper finds that the proportional representation system has, in general, well produced proportionality in the distribution of directly-elected seats in Macao’s Legislature. The application of a locally-modified D’Hondt method has generally been successful, with seat distribution results meeting with Macao’s social reality. In particular, the largest degree of balance has basically been achieved in terms of distribution of sectional interests of the community.
