循序漸進推動澳門政制穩步發展──評澳門特區“兩個產生辦法”的修改問題

The issue of the development of the political system of Macao, i.e. the modification of the method for the selection of the Chief Executive and the method for the formation of the Legislative Assembly as set out in Annexes I and II of the Basic Law of Macao, is one of the issues that have attracted much attention and controversy in the course of the practice of the Macao SAR for 20 years. This paper introduces the development of the political system of the Macao SAR from 2011 to 2012, as well as several major issues or disputes related to the Basic Law in this process, and put forward some views and suggestions on these issues or disputes. This paper believes that the decision-making power on the development of the Macao SAR’s political system belongs to the central authorities, and that there is no need to draw up a timetable or road map for the election of the Chief Executive and the Legislative Assembly by universal suffrage. In the future, the Macao SAR should, while respecting the decision-making power of the central authorities over the development of the Macao SAR’s political system, step by step promote the steady development of Macao’s political system in accordance with the actual conditions of Macao.
