Abstract
1912年《海牙禁煙公約》與中國內地禁煙行動,制約港澳兩地原有的鴉片貿易。英國和香港政府開始籌備放棄招商承包、改行政府官營的香港鴉片貿易經營方式轉型,急需限制澳門鴉片走私。同年秋冬,港澳兩地總督彼此互訪,兩度密議如何限定澳門所需鴉片數額,為次年英、葡政府在倫敦談判奠定創始基石。英方最終以長期定額供應印度鴉片的條件,勸誘葡、澳政府限制澳門鴉片走私,締結英葡政府共同管理港澳兩地鴉片貿易協議,保障兩地鴉片貿易在中外禁煙聲中改頭換面、延綿不息,《海牙公約》的禁煙功能因此大打折扣。

In 1912, the Hague Convention and the anti-opium movement in mainland China restricted the original opium trade in Hong Kong and Macao. The British and Hong Kong governments began to transform Hong Kong’s opium trade mode from Opium Farmer to Government’s Monopoly. It was necessary to restrict Macao’s opium smuggling. In late 1912, the governors of Hong Kong and Macao visited each other and held secret discussions twice on how to limit the amount of opium in Macao, which laid the foundation for the British and Portuguese governments to negotiate in London in the following year. Finally, with the condition of a long-term quota supply of Indian opium, the British side successfully persuaded the Portuguese government and Macao governments to restrict opium smuggling in Macao, and sign the Agreement between the United Kingdom and Portugal for the Regulation of the Opium Monopolies in the Colonies of Hong Kong and Macao, to ensure the opium trade in two places to continue in the anti-opium voice in China and abroad. The effectiveness of the Hague Convention on anti-opium was greatly reduced.
