The main reason for the failure of the pilot scheme for community nanny services in Macau lies in its positioning error, that is, using volunteer services as the core Abstract: The research results show that it is the incorrect positioning of the Macau Community Nanny Service Pilot Scheme that leads to its failure. The specific problems include: treating volunteer nannies as the core impulse, lacking appropriate supervision for nanny qualifications, failing to appeal to committed candidates due to the low service fee and bonus commission. Meanwhile, owing to the insufficient advocacy efforts, most customers are unfamiliar with this service, which has led to the imbalance between supply and demand thus impeding its development. The Macau Community Nanny Service program was hence reformulated properly by referring to the community nanny systems of Taiwan and England. According to the questionnaire responses, 43.6% of local residents show approval of the modified nanny service program, which implies that parent customers still have demand and expectation for this program. By reference to the community nanny service systems in Taiwan and England, this study makes tangible suggestions for the government to formulate development policies so as to improve the community education care and its management.
