| 摘要 Abstract |
澳門作為世界袖珍型發達經濟體，如何通過建設韌性城市來應對當前和未來面臨的各類風險和壓力，是城市發展中的一個重要問題。本文通過對“韌性”、“韌性城市”、“韌性城市規劃”的概念內涵、特徵、理論框架和具體實踐等方面的梳理，明晰相關領域的理論研究和應用實踐的現狀。基於對上述理論的學習和案例的借鑑，從經濟、資源、用地、社會、設施、防災六個方面探討澳門韌性城市規劃的思路和方法，以期為開展澳門的韌性城市規劃進一步的研究和實踐工作提供借鑑。
It is an important issue for Macau as a pocket-sized developed economy in the world how to deal with the various risks and pressures in urban development by building a resilient city at the present and in the future. At first, this paper reviews progresses of researches and applied practices in related fields of concepts, characteristics, and the research framework about “resilience”, “resilient city”, and “planning for resilient city”. Secondly, it has also a discussion about planning issues from the six aspects of economy, resources, land use, society, facilities and disaster prevention in order to plan and build a sustainable and resilient Macau. |
