隨着西方殖民思潮的興起，葡萄牙政府為了加強對屬地社會的近代化改造，於1844年在澳門創設了隸屬於葡萄牙海外殖民部的醫生局，該機構主要負責葡屬澳門－帝汶－梭羅海外省的醫療衛生防疫事業的管理。其職能主要是：制定衛生防疫政策與法規、統籌醫療資源、統籌澳門城市疫病的預防與救治、監督城區食品、藥品與公共環境衛生相關法規的落實情況等。可以說，在近代澳門城市衛生、醫療防疫事業方面，醫生局起到了統籌全局的作用，為澳門醫療衛生防疫事業的近代化作出了較大貢獻。
With the rise of Western colonial thought, in order to strengthen the modernization of the territorial society, the Portuguese government, in 1844, established Serviço de Saúde in Macao under the Portuguese overseas colonization department, which was mainly responsible for the management of medicine, health and epidemic prevention in the Macao-Timor-Thoreau Overseas Province. Its main functions were: formulating health and epidemic prevention policies and regulations, coordinating medical resources, coordinating the prevention and treatment of urban epidemics in Macao, and supervising the implementation of laws and regulations related to food, drugs and public environmental health in urban areas. It can be said that in terms of urban health, medicine and epidemic prevention in modern Macao, Serviço de Saúde played a role in coordinating the overall situation and made great contributions to the modernization of medicine, health and epidemic prevention in Macao. |
