粵澳合作的平台建設與模式創新──以粵澳合作產業園為例

In order to improve the cooperation between Macau and Guangdong Province, the local governments and the central government set up some special districts after Macau returned to the motherland. These districts, which were called cooperation platforms, become more and more important to advance the closer economic partnership between Macau and Guangdong Province. The progress of the construction and innovation for the cooperation platforms can be divided into four phrases. Many achievements had been made by the construction and the innovation of the platforms. So far, there are four platforms making remarkable achievements, which are Guangdong-Macau Cooperation Industrial District, University of Macau (Hengqin Campus), Innovation Valley of Hengqin, and the Project Review Committee. As an important regional cooperation platform, Guangdong-Macau Cooperation Industrial District accepted the mission to not only create a closer partnership between Guangdong and Macau, but also to push the diversified development of Macau’s economy. At present, the projects located in the industrial district are generally large scale and belong to diverse sectors. However, some problems exist in the district: relatively slow construction, an unclear construction pattern, an unspecified procedure of industrial development, long construction periods, and not effective innovative model. We suggest that the industrial district should work to a more detailed construction plan, medium-small enterprises should have a chance to enter the district, and a development foundation of the industrial district should be established.
