粵港澳大灣區現代綜合交通運輸體系機制研究

The Guangdong-Hong Kong-Macao Great Bay Area undertakes the key role of “supporting the integration of Hong Kong and Macao into the overall development of the country” and externally has a critical and unique role in facilitating the implementation of the “Belt and Road” Initiative. All this requires the formation of coordinated, inclusive, co-founded and win-win institutional mechanisms within the regions. A modern comprehensive transportation system is the basic premise and important content for the deepening of regional cooperation. Based on the analysis of the institutional obstacles met while building the modern comprehensive transportation system in Guangdong-Hong Kong-Macao Great Bay Area, as well as international experience from the cooperation of a trans-regional comprehensive traffic and transport system, this paper proposes the following five measures in a systematic and specific way: first, strengthen overall plan and coordination mechanisms in various professional fields; second, establish and improve a relevant system of laws and regulations; third, explore multi-dimensional and multi-forms of fund-raising; fourth, encourage crossborder cooperation among enterprises and the last, seek the support of the central government and industrial authorities.
