Abstract
澳門作為人力資源短缺的外向型經濟體,過去主要依靠外來勞動力來支持經濟發展,未來要構建“一個中心”、“一個平台”,引進人才亦是關鍵。由於本地人才對引進人才政策的取態關係到政策的可持續性,故一直是社會大眾和政策學者關注的重點。為彌補過往的研究和討論對工作層面影響因素分析的不足,本文採用問卷調查方法,分析了澳門本地人才在工作上面對外地同行時所形成的競合意識會否及如何影響本地人才對引才政策的態度。研究結果指出人們的競合意識分別與此態度存在顯著的正向和負向關係,而工作不安感對競爭意識的影響起着中介作用。研究表明,構建雙方互利互惠的合作機制,同時減少本地人才的工作不安感,是消弭彼此矛 盾、確保引才政策成效得以持續的重要途徑。

As an export-dependent economy, Macao is short of human resources and has largely relied on migrant labor for its economic development in the past. However, to successfully build a Macao World Tourism and Leisure Center as well as a China and Portuguese-speaking Countries Economic and Trade Cooperation Service Platform, talent introduction is crucial. As local talents’ attitudes towards migrant talents has an influence on the sustainability of the talent introduction policy, it has long been a major concern for public and policy scholars. Given that prior research seldom sheds light on the impact it has on work, taking Macao as an example, this research conducts a questionnaire to investigate whether and how the competitive/cooperative awareness of local talents towards their migrant colleagues affect their attitudes towards the talents introduction policy. The result indicates that the competitive/cooperative awareness respectively shows positive and negative associations with their attitude and as for job insecurity, it plays a role of mediation. The study finds one effective approach to solving this contradiction and helps ensure the sustainable effect of the talents introduction policy, i.e. the building of a mutually beneficial cooperation mechanism and in the meantime easing of local talents’ sense of insecurity.
