澳門都市更新中的公共利益導向困境與影響因素

As the regulating mechanism of urban development, urban renewal is an important strategy for Macao’s urban construction to move towards modernization, and also an important link to improve the life quality of Macao residents, avoid safety and hidden problems, revitalize the community economy and coordinate with the construction of the world tourism and leisure center. However, the results are not satisfactory. The failure to promote the redevelopment of the old areas in the early stage has led to the polarization of urban development, the profound transformation of social patterns, the damage of public interests and the transformation of regional cooperation with mainland China, which is further affecting the sustainable development of Macao. Based on the analysis of the social changes of Macao, city reviews and updating the development through the reorganization, this study has found the SAR government needs to promote more policy implementation, and the problems faced are essentially around the structure, the distribution system for the benefit and the change of power structure. This paper puts forward policy suggestions to promote the urban renewal and development of Macao in the future, including following the attribute of public interest, implementing the right transformation system, constantly improving the legal guarantee, and actively exploring new opportunities for regional cooperation and development.
