澳門治理新冠肺炎疫情的路徑、成效與評估

Since 2020, the management of Covid-19 in Macao can be roughly divided into three stages. Through the analysis and evaluation of the policy measures and their effectiveness during these three stages, three important lessons can be learnt. First, the SAR government gave high priority to COVID-19 management from the very beginning and always took Macao people’s health and well-being as a top consideration. For that purpose, the government spared no efforts including shutting down all casinos and putting the fiscal reserve into use. Second, the SAR government was good at drawing lessons from past mistakes and made timely policy adjustment to meet the requirements of the new situation and to continuously improve the quality of pandemic management. Third, the high-level support from the Macao turning government mandates into their internalized behavior. Needless to say, the pandemic management also revealed some shortcomings and weaknesses in government policy coordination and implementation in terms of its general social governance. More importantly, the fight against the pandemic made the Macao society gain a clearer understanding of existing problems in Macao’s economic structure and a deep reflection on its future development.
