摘要
Abstract		 回歸以來，澳門以“居有其所︑安居樂業”為政策目標協助居民解決住房問題，但私人自由房屋獲取難與公共房屋申請難並存的局面一直未得到有效緩解︒基於史密斯政策執行過程模型，研究發現：澳門公共房屋政策存在執行中面臨政策體系與多元化經濟發展目標不適配︑公屋供給緊張與需求主體增長相矛盾︑執行機構權責分配與實際事務需求脫節︑剩餘土地資源開發困難等多重困境︒未來澳門可從落實公屋建設︑實施精準幫扶措施︑全面開展恒常性申請︑推動政社資源的整合︑拓展公屋供給新空間等方面着力，完善公共房屋政策︒

Since 1999, the Government of Macao Special Administrative Region aimed to realize the goal of “live in peace and work happily”, helping residents to solve their housing problems, however, the difficulties of buying private housing and applying for public housing still exist. Based on Smith’s policy implementation process model, several problems have been recognized, involving the unfitness between policy system and economically diversified development goals, the contradiction between the single supply of public housing
types and the multiple demand subjects, a mismatch between the allocation of powers and responsibilities among the executive agency and the actual demands, and the scarcity of resources. In order to solve these problems and improve public housing policies, the government can arrange and supervise the construction of public housing, implement assistance policies, carry out permanent applications, integrate political and social resources, and develop new places for public housing supply in the future.
