政府注意力視角下的澳門立法會書面質詢與政府回應

Questioning is an important window to observe and see through modern parliamentary politics. Existing studies have mainly focused on Members’ questioning from the perspective of the separation of the legislature and the executive, and less on Members’ questioning behaviour that affects the allocation of government attention in the context of the legislation and administration coordination. In this paper, a quantitative research method is used to analyze the strategies of legislative questions to win the government’s attention by taking the written questions of the Macao Legislative Assembly and the government’s response behavior as a case. This paper finds that the issue strategy, professional strategy and emotional strategy adopted by members of the Macao Legislative Assembly in written inquiries can affect the response of the SAR government from different dimensions. The “political cycle” also has a certain impact on the questioning of the Macao Legislative Assembly and the response of the SAR government. In order to maintain a good relationship between the council and the government and enhance the effectiveness of governance, it is necessary to increase the degree of absorption and response to the suggestions of legislators in the future, so as to effectively focus the government’s attention under the executive-led system.
