Abstract
因應特區政府在能力導向的公務人員管理改革的基礎上,完善培養跨部門人才的橫向流動機制,本文透過問卷調查方法、分析了“工作-能力匹配”、“人-組織匹配”與橫向流動意向的關係和作用機制,以探討橫向流動的人才選拔問題。分析發現“工作-能力匹配”與“人-組織匹配(即價值匹配)”存在相互促進關係,並透過後者的完全中介作用增加橫向流動意向。結果表明能力勝任的公務人員的橫向流動意向是建基於工作過程中形成對組織價值的認同。基於此,研究建議構建能力、價值雙導向的人才培養機制,並透過價值評估工具甄選有組織理念的青年人員參與橫向流動,以及加強公務人員對公共價值的理解和認同,促進其與政府理念的一致性。
The Macao SAR government has improved the horizontal mobility (job rotation) mechanism for training cross-department talents on the basis of ability-oriented civil service reform. This study adopts a quantitative approach to analyze the causal relationship among demand-ability fit, person-organization fit and job rotation intention for the purpose of investigating the selection criteria of training cross-department talent. The findings show that demand-ability fit is positively related to person-organization fit (i.e. person-organization value congruence) and has a positive impact on job rotation intention, which is fully mediated by person-organization fit. It implies that competent civil servants prefer job rotation based on their identification of organizational values formed during their work. As a result, this study suggests that establishing a talent cultivation mode based on both ability and value, using value assessment tools to select young staff with organizational values to participate in horizontal mobility, and deepening civil servants’understanding and recognition towards the public values government pursue.
