產業多元、適度開放與經濟發展──基於澳門及香港製造業的案例研究

The moderate economic diversification of Macau has been pointed out since the beginning of the opening of the gaming franchise. From 2002 onwards, as long as 15 years of economic development, the gaming industry has been an important lifeblood of the economy. This study revealed the change of the manufacturing industry, which is one of the five major industries in Macau, before and after the reunification. Through the comparison of case studies in Macau and Hong Kong, the analysis provides some significant elements, which are unsatisfactory upgrading, passive industrial transformation and lack of deepening reform of the gaming industry. In a nutshell, the process of industrial upgrading, technological capabilities have not been able to grow in the frontier, and the transfer of human resources has simply shifted between low-tech industries. The policy proposals here are, to increase the population base and provide human resources for industrial development. The government supports industrial development and guides the industry into market mechanisms. By using the advantage of the gaming industry to support and protect the development of other industries through abundant funds.
