本文使用內容分析法，對澳門特區政府在颱風“天鴿”及“山竹”吹襲期間的危機訊息發佈過程進行分析，並在危機管理4C模式的視角下，對澳門特區政府在兩次風災中的危機訊息發佈特點進行了對比與歸納，發現存在以下差異：（1）在認知層面上的“失靈”與“靈敏”；（2）溝通層面上的“後傾”與“前傾”；（3）協調層面上的“欠缺”與“加強”；（4）控制層面上的“混亂”與“有序”。
From the perspective of the “4C” model of crisis management, this paper analyzes and compares the information dissemination during Typhoon Hato and Typhoon Mangkut. The results show that the crisis information dissemination of the Macao SAR government during these two major typhoons has the following differences: (1) “Failure” and “Sensitivity” in Cognition; (2) “Backward-leaning” and “Forward-leaning” in Communication; (3) “Deficiency” and “Strengthening” in Coordination; (4) “Chaos” and “Order” in Control. |
