Are Macau’s industrial diversification efforts feasible? After a benchmark study which compares Macau with two other small economies – Malta and Luxembourg, whose population are close to that of Macau, our conclusion is affirmative. Macau’s diversification efforts should focus on hi-tech manufacturing, international financial services and online gaming. Macau manifests advantages in funding, low taxation and geographical proximity to the big market of Mainland China. Therefore, if Macau can find proper market niches through systematic studies, it has significant likelihood of success in its diversification efforts. The success requires a well-deliberated strategic plan using scientific methodologies as well as policies encouraging innovations.
