澳門社會保障基金指數測算與比較研究

According to the “Global Pension Index” published by Mercer and CFA Institute, the 2020 and 2021 pension index of the Macao Special Administrative Region was constructed and compared with pension systems of countries and regions in the 2021 index report in three dimensions: Adequacy, Sustainability, and Integrity to find a direction for further Macao SAR pension system reform. The relationships between the pension index and various population and economic indicators are also examined. Through comparison and examination, the study found out that Macao SAR’s pension system currently has a long way to go in all three dimensions. As the aging population continues to grow, the sustainability and adequacy of pension assets will continue to be challenged. The results of a comparison with the pension systems of other countries and regions reveal the need to make the non-mandatory Central Provident Fund system mandatory and recommend additional support from the pension scheme for the working-age population who are temporarily unable to participate in the workforce due to caring for family and other reasons.
