新冠疫情對澳門社會方方面面都產生了深遠的影響,犯罪活動也不例外。儘管全球範圍內有關疫情對犯罪影響的研究不在少數,相關研究在澳門卻處於空白。本研究利用官方數據、訪談資料和媒體資料挖掘來揭示新冠疫情對澳門犯罪的影響。研究發現, 疫情導致澳門犯罪率達到回歸以來最低水平、與博彩業相關的犯罪顯著下降、部分特定類型的犯罪如與口罩相關的網絡詐騙、涉及裸聊的情色詐騙、違反防疫措施的犯罪則呈上升趨勢。本研究進而運用日常活動理論,從有動機的犯罪者、合適的目標和缺乏監管這三大犯罪要素的變化出發,為疫情對澳門犯罪所產生的影響作出解釋。研究發現,疫情減少了傳統的犯罪者與受害者的交集機會,博彩業的停滯導致博彩相關案件大幅減少,疫情也促使部分犯罪三要素的交集從線下轉為線上,導致網絡犯罪增加。本研究不僅拓展了全球範圍內新冠疫情對犯罪影響的研究,而且藉助疫情這一自然實驗豐富了博彩對犯罪影響的認知。最後,本研究從犯罪學的日常活動理論來理解澳門犯罪的變化,為特區政府在未來預防和打擊犯罪提供理論依據。
The COVID-19 pandemic has a profound impact on all aspects of Macao society, and crimes are no exception. Although many studies have been conducted globally on how COVID-19 affects crimes, we know little about the situation in Macao. Using data collected from official crime statistics, interview data, and media data mining, this paper reveals the effects of the COVID-19 pandemic on crimes in Macao. Under the pandemic, crimes in Macao dropped to a new low since the handover, with a significant decrease in gaming-related and traditional street crimes. However, specific crime types such as cyber-frauds, erotic frauds involving nude chatting and crimes emanating from epidemic prevention measures rose significantly within the same period. Routine activity theory is applied to explain the pandemic’s effect on crimes in Macao from three analytical points: motivated offenders, suitable targets, and the absence of capable guardians. The study finds that the pandemic reduced the conventional opportunities for the convergence of potential offenders and victims; gaming-related cases dwindled under the waning gaming industry; and social distancing partially transformed the convergence of the three elements of crimes from offline to online, which led to cybercrime cases growing exponentially. This study not only contributes to a better understanding of the COVID-19 pandemic’s impact on crime globally, but also enriches the knowledge of the impact of the gaming industry on crimes in Macao through the pseudo-natural experiment of the pandemic. Finally, this study serves as a theoretically informed reference point for future policymaking on crime prevention. |
